The governance of the Citizen Barometer of Security is based on a participatory and collaborative approach aimed at collecting, analyzing and sharing crucial data on security and insecurity perceived by citizens in Africa.

An Integrated Approach to Citizen Security

Data Collection
The Barometer is based on a comprehensive questionnaire administered directly to citizens in the surveyed neighbourhoods. Developed in collaboration with local experts, the questionnaire covers sociodemographic, structural, and situational aspects related to security.
Multidimensional Analysis
The collected data is analysed across several dimensions, including experiences of victimization, perceptions of incivility, feelings of insecurity, trust in defenceand security forces, as well as socio-economic conditions. This approach provides a nuanced view of security across geographic, demographic, and thematic levels.
Sharing of Findings
The findings of the Barometer are made publicly available through an online interactive map. This transparency promotes citizen awareness and engagement on security issues.
Improving Public Action
The Barometer’s data is used to develop recommendations and projects aimed at strengthening public security policies. They contribute to strengtheningdemocratic governance, the rule of law, and respect for human rights.
Inclusive and Collaborative Approach
The governance of the Citizen Barometer of Security involves multiple stakeholders, including states, regional and international organizations, as well as civil organisations such as NGOs and CSOs. This cooperative approachensures essential data collection and strengthens civic capacity among populations.
